PSCO - RFP for Firm Capacity and Energy Supply

The North American Energy Markets Association is posting this RFP on behalf of our member Public Service Company of Colorado.

Summary Requirements

• Proposals should cover the period of July 1, 2027 through September 30, 2027 • PSCo is focused on resources available over this period but will consider proposals offering shorter or longer periods. However, any proposal must cover a minimum of one calendar month.

• Proposals should be for a minimum of 25 MWs and maximum of 200 MWs.

• PSCo would expect to execute any transaction under the WSPP – Firm Schedule C or similar agreement. • Seller will be responsible for all transmission and ancillary services costs up to the Delivery Points. PSCo will be responsible for all transmission and ancillary services costs at and beyond the Delivery Points. Bidder should identify any known transmission limitations or curtailment risks that could materially impact delivery to the proposed Delivery Point.

• PSCo will accept one, or multiple Proposals from a Bidder. If a Bidder provides multiple Proposals, they must indicate whether the Proposals are mutually exclusive. Mutually exclusive Proposals will be evaluated as competing Proposals.

• Bidder to specify any fixed monthly charge associated with the supply in a fixed $/kWmonth charge for the term.

• Bidders shall indicate whether the offered supply is expected to be supported by firm, conditional firm, or non-firm transmission arrangements. Separate bids are requested for supply expected to rely on non-firm transmission arrangements.

• Successful bidders may be required to provide documentation, certifications, attestations, or other evidence reasonably requested by PSCo regarding transmission arrangements and deliverability for resource adequacy purposes, including WRAP.

• Preferred Delivery Points include Craig, Ault, Ft. Lupton (FLUP), Midway or Four Corners. PSCo will consider proposals covering alternative points.
