NAEMA is posting this RFP on behalf of our members ACES and Platte River Power Authority.
Platte River is a not-for-profit, community-owned public power utility that generates and delivers safe, reliable, environmentally responsible, and financially sustainable energy and services to Estes Park, Fort Collins, Longmont, and Loveland, Colorado, for delivery to their utility customers. Platte River’s generation portfolio includes coal, wind, hydro, solar, and natural gas resources.
This Request for Proposals (RFP) seeks bids from parties interested in purchasing capacity, with an option to take the associated energy, from October 1, 2023, through May 31, 2026. Platte River estimates that it has up to 50 MW of capacity available during 2024 summer months and 100 MW of capacity during the 2025 summer months, with up to an additional 200 MW available during the non-summer months (October through May). Platte River will supply the capacity and associated energy at either the Ault Substation or Craig Substation. Interested parties (Respondents) must submit their responses (Proposals) as outlined in this RFP.
Platte River expects to select successful Respondents and begin negotiating formal agreements within one week of the Proposal Submission Deadline. Respondents should hold their bid prices during that period. Platte River will use confirmations under the WSPP Agreement for the resulting power sales, if any. Platte River reserves the right to revise, suspend, or terminate this RFP or any portion of this RFP, and to accept or reject any offer at its sole discretion, without notice. Platte River is not obligated to accept any Proposal from any Respondent.
