The North American Energy Markets Association is posting this RFP on behalf of our member AEPSC and their affiliates.

Southwestern Electric Power Company (“SWEPCO”) and Public Service Company of Oklahoma (“PSO”) have issued a joint 2025 SPP Capacity RFP to obtain up to 350 megawatts (MW) in 2028 and 600 MW in 2029 and 2030 of accredited deliverable electric generating capacity from one or more resources within the Southwest Power Pool (SPP) to supply the needs of SWEPCO and PSO’s customers.
Proposals will be evaluated based on criteria outlined in the 2025 SPP Capacity RFP. Proposals must be for a capacity only product with a minimum term of one (1) year and a maximum term of two (3) years with a start date as early as June 1, 2028.
To qualify for consideration resources must interconnect to the Southwest Power Pool (SPP) RTO and proposals must be for a minimum quantity of 10 MW of accredited capacity. Please refer to the RFP for additional requirements.
Proposals are due December 5, 2025. All proposal responses should be directed to the RFP email address outlined in the RFP documents.
