The North American Energy Markets Association is posting this RFP on behalf of our member ACES and their client East Kentucky Power Cooperative.

On behalf of East Kentucky Power Cooperative (EKPC) and Deca Digital, ACES is conducting an all-source capacity and energy Request for Proposals (RFP) to solicit and procure future energy and capacity needs in PJM for a datacenter is EKPC’s load zone.
East Kentucky Power Cooperative (EKPC) is a not-for-profit generation and transmission (G&T) cooperative serving 16 distribution cooperatives with electric load in 89 Kentucky counties. Together, these distribution partners serve more than 1.1 million people. Additionally, EKPC provides energy scheduling and trading, transmission, and other services to its cooperatives who serve corporations, farms, schools, churches and residences in Kentucky. EKPC operates its own metered sub-system within PJM. EKPC is in active discussions with new load additions, including Deca Digital, in the EKPC member service territories.
Deca Digital is a hyperscale data center developer that is deploying an initial $2B+ vehicle from a top-three global asset manager, with five projects in flight and a pipeline of 5+ GW across the United States. DECA leverages its deep permitting expertise from developing large-scale projects in California to unlock opportunities and develop both grid-connected and behind-the-meter assets.
