Cedar Falls Utilities RFP for Bids for Zonal Resource Credits

NAEMA is pleased to announce this RFP for our member Cedar Falls Utilities.

Summary

Cedar Falls Utilities (CFU) is a public owned municipality in the State of Iowa and is issuing this Request for Proposal (“RFP”) to solicit bids for the sale of MISO Zone 3 Zonal Resource Credits (ZRC’s) for the 2024/2025 Planning Year.  CFU has the following ZRC’s available:

Proposals

All bid proposals shall be emailed to CFUBids@cfunet.net no later than 10:00 AM CST, February 26, 2024.  Potential bidders are asked to make all offers in dollars ($) per MW-day and to indicate if they are bidding for individual seasons or annually for all seasons.  See Offer/Bid Form here.  All qualified Proposals will be evaluated, and an award will be made based upon the Proposal that is deemed to be in the best interest of Cedar Falls Utilities (CFU), all factors considered.  CFU reserves the unqualified right to reject any or all offers if determined in its best interest.

Timeline

RFP Issued – February 14, 2024.
Respondents Bids Due – February 26, 2024, 10:00 AM CST at CFUBids@cfunet.net.
Notification of Awards – On or before March 1, 2024.

Execution of Confirmation Letter – No later than March 5, 2024.

Electronic Transfer of ZRC’s in MISO MECT – No later than March 7, 2024.

Terms

The North American Energy Markets Association (NAEMA) Capacity and Energy Tariff, along with associated NAEMA Confirmation Letter will be used as the agreement for this transaction.  After electronic transfer of ZRC’s in MISO MECT to Buyer, payment for all ZRC’s shall be made no later than five (5) business days after receipt of invoice.
