Central Municipal Power Agency/Services – RFP

NAEMA is providing the below RFP information on behalf of our member Central Municipal Power Agency/Services (CMPAS).

Central Municipal Power Agency/Services (CMPAS) is interested in buying capacity and energy beginning in June of 2023.  The purpose of this Capacity and Energy (2023-2028) RFP is to invite power supply proposals for part or all of the items below:

  • Up to 10MW capacity MISO Zone 1 and 5MW capacity MISO Zone 3,
  • Up to 10MW Energy product (7X24) at MISO Minn Hub, and/or
  • Up to 10MW on-peak energy product (5×16) at MISO Minn Hub.
  • 5-10 MW solar installed capacity and energy, including associated Minnesota eligible environmental attributes within the MISO footprint (Zone 1 or Zone 3 preferred).

The proposal should be for 1–5-year terms starting for the MISO 2023 planning year.  CMPAS is willing to accept multiple proposals from a respondent.  RFP responses are due on July 19, 2022, by 5:00 p.m. Central Prevailing Time with indicative pricing.  CMPAS will negotiate contract terms with short-listed bidders by October 14, 2022 and plans to use the NAEMA Power and Gas Master Agreement and the MISO Tariff as the governing agreement.  The winning bidder(s) will be informed after the November 18, 2022, board meeting.
