EnelX – CMS – All Sources RFP

The North American Energy Markets Association is posting this RFP on behalf of our member EnelX and their client CMS.

Consumers Energy and Enel X are pleased to announce that final Request For Proposal (RFP) documents and supporting RFP materials are now available for the Consumers Energy Company (Consumers Energy) Q1 2026 All Source Solicitation.

Consumers Energy is seeking competitive bids for energy development projects in all phases of development in the following energy markets:
Pennsylvania-New Jersey-Maryland (PJM) energy market;
Midcontinent Independent System Operator (MISO) Zones 1 – 7
Projects interconnecting to their electric distribution system

This RFP welcomes a variety of all-source proposals including wind, solar, storage, nuclear, natural gas with CCUS, and traditional generation. Projects are welcome at all stages of planning and development, and a variety of utility-owned and PPA acquisition structures will be considered based upon technology. Consumers Energy is looking to address future supply needs with up to 3,000 MWAC of additional nameplate capacity with this solicitation.

The Q1 2026 All Source RFP document and all supporting materials are available to view and download on the Enel X Solicitation Website. As materials are updated or added to the website, stakeholders on the distribution list will be notified directly.

Consumers Energy and Enel X will host a virtual RFP Pre-Bid Stakeholder Meeting for all interested parties on Wednesday, January 21, 2026, from 10:00 AM to 10:45 AM Eastern.
