The North American Energy Markets Association is posting this Energy & Capacity RFP on behalf of our member LevelTen Energy.

LevelTen is seeking Request for Proposals (“RFP”) for the Central Municipal Power Agency/Services (“CMPAS”) , Connexus Energy (“Connexus”), Great Lakes Utilities (“GLU”), and Cedar Falls Utilities (“CFU”); (collectively the “Buyers”).
CMPAS is a project-based municipal power agency who serves 11 public power members in Minnesota, Connexus Energy is an independent, cooperative distribution utility serving over 150,000 members in Minnesota, GLU is a project-based municipal electric company who serves 13 public power members in Wisconsin, and CFU is a municipal electric utility serving Cedar Falls, Iowa. All utilities are located within MISO.
Buyers are seeking proposals for renewable PPAs (solar, wind, hybrid) and standalone storage agreements in MISO LRZ 1-3 and are also seeking Zonal Resource Credit (ZRC)-only contracts across MISO LRZ 1–7. In aggregate, Buyers want up to ~1,000,000 MWh/year of PPA energy and up to ~400 MW of storage or ZRC-only capacity, to support Minnesota’s Carbon Free Standard, 45V tax credit needs, and MISO resource adequacy requirements.

August 10, 2026: respondent questions due
August 19, 2026: answers to respondent questions posted in platform by buyers
August 20, 2026: notice of intent to bid due on platform
September 15, 2026: proposal due date
October 26, 2026: shortlisted respondents notified
