The North American Energy Markets Association is posting this RFP on behalf of our member The Missouri Joint Municipal Electric Utility Commission (MJMEUC).
1.0 Summary and Project Background
The Missouri Joint Municipal Electric Utility Commission (MJMEUC), a municipal joint action energy agency, is issuing this Request for Proposals (RFP) to solicit formal proposals from qualified entities (Respondents) for capacity deliverable into AECI.
This RFP aims to secure 20-75 MW of capacity beginning June 1, 2029 for a minimum of 5 years. The load being served by this capacity is balanced within the AECI balancing authority, so proposals need to be internal to AECI or delivered to the AECI interface. Proposals that include an energy hedge will also be considered.
2.0 Product Requirements
The MJMEUC will accept competitive proposals for offers with a minimum of 5-year terms.
• Capacity Type: MISO Zonal Resource Credits (ZRCs), representing 1 MW of Seasonal Accredited Capacity (SAC) plus transmission to the AECI border, SPP Accredited Capacity plus transmission to the AECI border, or firm capacity internal to AECI.
• Energy (Optional): MJMEUC would prioritize offers that also included an optional energy call or fixed price energy hedge (7×16 or 5×16).
• Term: 2029 forward with a minimum term of 5 years (each planning year runs June 1 – May 31).
• Required Volume: Respondents may submit offers in increments of no fewer than 5 MW. MJMEUC is seeking between 20-75 MW of capacity.
• Delivery Zone: ZRCs must be deliverable to the AECI interface.
• MJMEUC has rollover rights on 25 MW of MISO Point to Point (PTP) transmission from MISO South to AECI that could be used in conjunction with Zone 8 ZRCs
• MJMEUC has rollover rights on 7 MW of MISO PTP transmission from MISO Central to AECI that could be used in conjunction with Zone 4 ZRCs (and up to 20 MW of transmission beginning June 2033)
3.0 Proposal Requirements
Respondents are encouraged to provide a detailed narrative for each section of their proposal, following the requested format.
• Company Introduction (Optional): Overview of the bidding entity, business history, and relevant experience.
• Resource Information (Optional): Detailed information on the generation or capacity resource(s) being offered, including type, location, Queue number (if applicable), and existing transmission reservations.
• Volume and Pricing: Proposed volumes of capacity offered annually and the requested pricing structure.
• Deliverability Confirmation (If applicable): Affirmation that the capacity is deliverable to AECI.
• Compliance & Transfer: Commitment to transfer capacity to MJMEUC within the MISO Module E Capacity Tracking (MECT) tool or SPP’s Engineering Data Submission Tool (EDST) in accordance with the Tariff and associated business practice manuals if capacity is external to AECI
• Financial Viability: Documentation demonstrating the financial capability to meet all obligations under the proposed contract.
4.0 Proposal Submission and Timeline
Respondents should adhere to the specified deadlines.

• Evaluation Period: Sept 22, 2026 – Oct 28, 2026
• Selected Respondent Notification: Nov 1, 2026
• Contract Finalization: Dec 11, 2026
