The North American Energy Markets Association is posting this RFP on behalf of our member Xcel and their affiliate Southwestern Public Service Company.

Southwestern Public Service Company (“Southwestern” or “SPS”), an operating company subsidiary of Xcel Energy Inc., is issuing this Request for Proposals (“RFP”) in solicitation of Deliverable Capacity. This RFP details the SPS preferred delivery periods and associated terms and conditions. SPS is open to alternative structures and proposals.
Summary Requirements
SPS is seeking Deliverable Capacity covering the 2027 and 2028 Summer seasons (June through September) and the 2027/28 Winter season (December through March). SPS is focused on seasonal products but will evaluate offers covering longer periods.
• Proposals should be for a minimum of 25 MWs and maximum of 100 MWs.
• SPS would expect to execute any transaction under a WSPP, EEI or similar agreement. To the extent the parties do not have an existing enabling agreement in place, a long form contract would be drafted and subject to agreement by both parties.
• SPS will accept one, or multiple Proposals from a Bidder. If a Bidder provides multiple Proposals, they must indicate whether the Proposals are mutually exclusive. Mutually exclusive Proposals will be evaluated as competing Proposals.
• Bidder to specify fixed monthly charge associated with the supply in a fixed $/kW-month charge for the term.
• Offered quantities must reflect accredited Deliverable Capacity available to SPS for Planning Reserve Margin compliance and not nameplate or installed capacity.
• Seller represents that the offered capacity is not committed to another entity for resource adequacy compliance during the applicable delivery periods.
• Seller obligation to deliver the contracted quantity of Deliverable Capacity is firm, although Seller may utilize alternative qualifying resources within SPP to satisfy such obligation.
